Goomy is available and can be caught, can be evolved into Sliggoo as well. However, overworld rain does not trigger its evolution. Long story short ; Goodra is not available yet.

What you're referring to is the move "Pursuit" Which isn't a priority move unlike Quick Attack but will land a hit before the pokemon switches out. Quick Attack has never been had the same mechanic as Pursuit. Nor will it be customized to do so.

You need to re-activate the first scroll in order to activate the second one. The first scroll will always be the same. However, it will deactivate once you made a wrong attempt.

I can see the reasoning behind your frustration. However, just because you have paid to have early access to some pokemon, doesn't mean that they will appear on a very common level. Granted, they are hard to find. The basic reason for that is that we compiled around 400 into 2 main regions and a few custom island & areas. Hence where the rarity is formed.
