What EVs should I train on froakie and growlithe?

Im really new to the whole EV/IV part of the game, I always used to think lvl was the only thing that mattered -
What EVs should I train on froakie and growlithe? I have both with very good IV. For froakie I was going to do special attack and speed, and growilithe HP and speed. Is this a good idea?
