The best, and only, place to discuss a ban is in the Discipline Appeals section. If the information listed is the only information you were given for your ban, then you will need to wait for someone to reply to your appeal. The staff works hard to get to the reports as quickly as possible, but sometimes it can take a while before they are able to respond to yours. Good luck, mate.

What you're describing here could be described as P2W, and PRO doesn't do that either. The means that Pixiu mentioned are the only ways to get a Surf Pikachu.

The reasoning behind this initially was that the players who picked Bulbasaur, Charmander, or Squirtle would also receive their respective megastone. Megastones haven't been added to date, so Pikachu is currently the most OP choice. Everything will eventually balance out. Nothing to be too concerned about. Take care. :)

Original Trainer is what the game looks for. You can only teach Pikachu surf if you start with Pikachu. Basically, if you started with Pikachu, then you have the ability to teach surf to ANY Pikachu that you catch. In your scenario, you will need to create an alternate account, or trade with someone for a Pikachu that already has surf.

By chance, did you already go and visit Bill on Route 25, north of the city? This is a pre-requisite to make the Police Officer and Growlithe move from the path you need to take. Go to the northeast part of town. Enter the house in the top-right hand corner and pick up the TM-28 Dig while you're there. To continue your progress, you have to wrap around the city, and then continue south to Route 5. You'll get HM01 - Cut aboard the SS Anne in Vermilion City.
