On the requirements it just says to have a electric pokemon in my team I only have 217 hrs so idk if thats the reason?

Red is not on the top of MT.silver anymore and i lost the first fight, I dont remember what he said since it is so long ago. So i cant try to fight him again unless he is some other place?
