am than how did the quest master tell me to find one in kanto ?

i am doing a quest to get a Whismur only in kanto up route 21 i am training for elite 4 i need in 1 day anyone know?

thanks and i managed to catch one at route 16 and it came with a dusk stone and i had a saper one so i evolves it riight away to a honchcrow
