I'd like a surf mount that flies over the water instead of swimming. Some suggestions are Dragonite, Jellicent and Noivern (Lugia, Latias and Latios would be great surf mounts too)

Fletchling/Fletchinder/Talonflame Jolly/Adamant Galewings with good (20+) speed and attack or great speed (30+) and decent attack (16+) Staryu/Starmie Timid Analytic with very good speed (25+) and decent ivs (16+)
