evolutions can be from anywhere, did you beat red for trainer valley? there is also a bug with TV so could be because of that

steelix is on generation 5 moveset and not gen 6 thats why

i feel there are some big level jumps in the npc's compared to kanto. my biggest problem was before gym 4 where i had lvl 40 pokemon who where not high enough and all the wilds where level 13-15. i ended up fully ev training my gengar in speed to manage beating the gym.

its a step you need to take for a better leveling and money grinding place. its also necessary for getting mewtwo in your pokedex (which is needed to get mew,celebi,etc) and to unlock egg moves. whether you want/need any of these is up to you.

just to be sure, did you try the train in saffron city that takes you to goldenrod or have you been trying the subways in pokecenters? because you need to take the train station train

im at far away island and cant switch pokemons in my party before battling mew. going to the pokecenter would probably fix this issue but i dont know if i can come back. i need an accurate answer, preferably from staff.

you need to evolve at least 71 pokemon on your own,for celebi you need 120 evolved so i suggest to do most of them on your own.

around level 60, i dont know what pokemon because i have never searched for any pokemon there

higher level pokemon to battle, naero boss and mew2(cant catch). its worth the 200k because you need it to unlock egg moves and you need mew2 dex entry for legendary's like mew and celebi and eventually more

When it comes to grinding wild battles dragon den is the best until you unlock cerulean cave. Other than that catching and selling pokemon ,digging for items every 4 days and fighting bosses for rewards every two weeks is another way to make money. I hope i did not leave anything out.

i dont really understand what your question is. if you are asking if its good i would say yes for story and no for pvp.
