If your disagreement is with the experience boost and money boost of membership, then you do not have to be worried. As stated here it will not increase encounter rate but rather reduce their rarity. This will boost the encounter chance rather than encounter amount. This will mainly benefit dex hunters and World quests, which can be balanced by increasing total ivs requirements.

This thread will be regarding the illuminate ability. As you can see, from the ability description, it will be a boon for pokemon hunters. BUT! It does not have to increase encounter rate. It can work by reducing pokemon rarity by certain levels. To avoid abusing this ability, the following precaution can be implemented: 1) The pokemon has to be alive, 2) The pokemon must learn HM 05(Flash){Optional} With these precaution in place, it will prevent syncronize hunting with Illuminate. I hope my suggestion is considered.
