That's correct. As stated in the rules, the current offer must be held for a full 15 minutes, accurate to the minute. So a bid placed at 04:44 would not count if the previous bid was at 04:29, because that completes exactly 15 minutes. Any valid bid would have to be made at 04:43 at the latest.
