You cant trade before 4 badges, also a level 13 pikachu is way too weak for brock. I suggest you catching either a mankey, poliwag or caterpie and level them, or try your luck in the viridian forest maze, maybe you are lucky and get a horsea or bellsprout from the abandoned pokemon.

You dont need to pay for altarite, you have to fight a certain boss npc.

I am sorry to say that bringing back your pokemon wont be possible.

Altarite is (was?) available too, still got that one on my playeraccount. Aerodactyls megastone is also available ingame, but i wont spoiler how to get it :>

Lance plays an important role for a questline. Miltank quest is pretty much self explained by the dialogues from the quest npc.
