1/ After you have 3 badge you can use dig at Johto 2/ Look here https://pokemondb.net/pokedex/gyarados for example Moves learnt by level up - You can relearn whatever the move in this list by NPC relearner if you have Gyarados (include Gyarados evolution by magikarp) Move Tutor moves - You only can learn if you beat Naero boss and unlock Daycare (egg move system) in game Pre-evolution moves - You never can relearn it again as it only available in previous evolution. This example is Splash will never can relearn for Gyarodos. Hope it help you.

Okay I can understand your recommend same with feature of GO - transfer "you can't take it back after it's transferred to the Professor. Do you really want to transfer NAMEofPOKEMON to the Professor? Yes and No. It is very low priority as not impact huge to game play, however, nothing wrong to your suggestion... it just like I said above. It not a bug as it will only count level end after battle for learn the move. However, you can relearn it at cerulean or safforn city (2k cost). Sorry for your inconvenience...

The queue help you make sure to get in game, and also for avoiding people keep make server lag by spam login and waste time in front of screen login. In waiting queue, you can do any other activities without worry that you will never go in game.
