That bicause of server problem , just wait for a reboot and everything will be fine, just avoid talking to npcs untill they reboot the server :Angel:

First of all before i talk , go talk to subway manager at saffron city at train station..Fly Requirments : 50k and Bike, nocturnal feather. Go to Fushcia pokecenter , go left you will find a stop house , to go you need bike to acces , battle npcs go up you will find a house enter it , a man called Yorkie need some helps and he want you to find his brother , 'his brother is at diglett cave, near Boss brock , he will ask u to buy a parcel for 50k , buy it and give it to yorkie , after that he will ask u to get a nocturnal feather can be found from pidgeottos (at morning and night only, not day) after that talk to yorkie he will give you HM 02-Fly , after that go back and talk to the Subway manager , and you will finish quest :Angel: keep in mind u can only use fly for fights not to fly to other citys.

chingling rare , just to avoid the boring of eving,xping,farming money get some leppa berrys and some sitrus berrys watch a movie and start killing , that will not make you bored :)

for story just make random team after story , capture good pokemons and ev train them with right nature . also for e4 just a gyarados dragon dance and alakazam calm mind sweep it .. good luck mate :Angel:

Have u tried to redo the quest i mean can you redo it if a rollback ? if not , then make some screenshots to prove that your right so staff can help you out. also you need to give the pharmasist a pecha berry if u didnt then u have to.

A house right next to vermillion city's pokecenter , a guy with a ditto need 75k to pay electiricty , give him 75k he will give you a bike ticket , then go to cerulean bike shop , talk to the man there he will give you a bike , you can find it in you key items :)

Water pulse Damage and confuse , if he got water absorb , he only absorb the water , he still can get confused .

Server is unstable , not admins who offline it , it offline itself , staffs trying to fix this problem.
