Hello, i am not sure if birthing island is working as intended. Today i used a Mysterious Ticket to get to Birth Island, expecting to catch Entei, since its the last one of the Trio i am missing and i have not started the Lake Trio quest yet. I was surprised to find a Dragonite in place of a Legendary. I asked all kinds of people on this matter and could not get a clear answer on this. Isn't a legendary guaranteed? I have caught the Dragonite and it is still in my box.

okay, so i am supposed to have ONLY charizard in my party. resolved now. can be closed

dear support team, i am at a point where i cant progress the charizard megastone quest although professor oak confirmed my charmander as valid. after showing him a charmander with sufficient stats oak tells you to EV train and evolve the charmander, which i did. when i show him the charizard now though he tells me its not the one i trained. screenshots provided.
