Restart your client. Hit Alt + Tab once you've relogged. That should fix it.

What kind of controller are you using? Usually it's only a matter of correct mapping. However, there's some issues with Xinput controllers. Can't provide much knowledge though, never used one of these.

Note that Meowth wear those only at night.

I doubt that it's related to using Super Repel. Did you enter a new area ? Could also be related to network issues on your end, or some bandwidth issues of the server.
