As White says, you must proceed starting in Kanto, passing the regions in the chronological order (then Johto and then Hoenn).

I believe it is lower but not sure. Sorry I can't be 100% sure there. When no queue comes up what you get is called a ghost queue. You are in the queue but it doesn't show up for some reason. This game has recently had a huge number of people coming to it and coming back to it because of summer holidays and a big streamer streaming it one day for 15 minutes to an audience of 8000 people. There are no plans to make another server. The main goal of the devs right now server wise is to make it much more stable than it really is and possibly in the future raising the cap of how many people can play at a time. Red and Blue are separate so you can use one as a different experience if you would like. Also blue server is much younger than the red server. The economies are much different. I hope you enjoy your time on the game. Hopefully I can see you in game someday :Shy: Quote everything except the part on the experience: levelling here is easier, by far, than in handheld games.
