Manaphy Quest not starting I have all the data for both Hoenn and Sinnoh, but the quest will not start. Since I'm a returning player I also check with Nikola incase I kill Manaphy before but I have no interaction available with Nicola

I seen all the data of kanto and johto, i already caught mew and i'm done with the 3 legendary beast quest seen all the johto legendary data but i still cant get the gs ball back.. I think the problem is celebi i dont remember seeing celebi near the shrine.. please help!!
