Im not sure but I think that if the better the rod, the better the chances of finding a good pokemon instead of magikarp. Also Dratini can be only find with Super rod. Someone should make a guide jajajaja

It's a common glitch. Just wait till the character gets kicked for afk. It happens when the server goes down.
