Hello, since I heard that you are able to do the Kyurem quest to get a reroll ticket I did start it with my alt account. So, I did go through like in this guide: https://pokemonrevolution.net/forum/topic/142179-url I talked to the ladie, to the sailor and went on with my Swampert in party to fight Reshiram and Zekrom. So I just went to the point where Kyurem and Joungster Joey should be, because I thought that it might just be a bug. I got to the point where you can enter the cave and go to Joey to help him and get to the point you should get the Reroll Ticket.
