Hi there, I regret to tell you that you need to have Pikachu as your starter in order to be able to do that quest. There are a lot of quests you can still do in all 4 regions though. Good luck and hope you have a nice day~

All pokes from Generation 7 are in game, but not implemented yet until they're 100% ready. And not only pokes will be added, but also all the mechanics such as move pools, stats, etc. 3. Yes. 4. Can't guarantee anything, so don't expect too much but keep hoping. Hope that answers your questions :)
