all type of trainers excluding (gym leaders or bosses ofc.)

Hi there. Trainers can be rebattled every 7 days, unless they are apart of the story line (In this case, they can’t be rebattled after they are beaten). Trainers won’t force battle you anymore, but by interacting with them, they can be battled. Bosses can be rebattled after 12 days and Gym Leaders can't be rebattled.

What about the 4? Can they be rebattled again? Do you get normally EXP defeating them?

With regards to the Elite 4, you can't rebattle them once you've beaten the league. You don't gain experience from them because you can simply rebattle them when you lose, given that you aren't Champion yet. PRO is also an MMO therefore things have been coded this way to maximize its purpose, which is to have you grind for most of your items. It is also the reason why most of the quests and storyline are more difficult than in the actual games.
