I would like to inform you that each of the 3 monkeys needs to have atleast a total of 90 IV to be accepted by APO.

The only Panpour with your OT that you were trying to use have a total of 50 IV, and that makes it not usable for the quest. However i can see that you have found another one that you meet the requirements and can be used for the quest.

Quoting our LEGENDARY MEGATHREAD - 3 REGI QUEST:

2. Speak to Apo and he will ask for 3 Elemental Monkeys (Panpour, Pansear, Pansage) with Total IVs Greater than 90.
