Sorry for the inconvenience. This was caused by a bug in the past wherein you could simply cut through trees without having HM Cut. It's recently been changed to make it so you can't cut unless you have both the HM and the move on your pokemon, which explains as to why you're experiencing this issue. You'll have to be telported in-game to finish the SS Anne Quest. I'll assist you in-game with this.
