Acc is supposed to be 100, not sure if visual bug or put in incorrectly. Edit: turns out it doesn't actually let you learn the move, realized this late since I wasn't using Pikachu very often.

Hello there! I'm sorry for the inconvenience.

 

I would to inform you that the move's accuracy is only a visual bug, it still has 100% accuracy like it should. This visual bug will be fixed in a future update.

 

As for learning Nuzzle, it does let you do so. Head to the Move Relearner and it should allow you to give your Pikachu Nuzzle back.

These NPCs are located in:

Kanto- Cerulean, Saffron

Johto- Goldenrod, Blackthorn

Hoenn- Slateport, Sootopolis

Sinnoh- Hearthome, Snowpoint

Nuzzle's visual bug has existed for a long time, I think it was already there since the start of PRO (Nuzzle is the one Gen 6 move we already have very early in the game's life)

 

So I really hope the staffs fixed it soon, it's kinda long overdue for a fix.
