Same here in France, I think that's just a parameter from our universities, can't connect on Steam either for example

Either your university's IT department blocked the connection to pro or the IP was blacklisted.

Check out any VPN on the internet. They'll help you with connecting from anywhere.

I personnaly use FrozenWay for that, which is available for free with a limited connection flow (which still allows to play most of online games).
