I'm not sure on this. But can you try to battle a wild Pokemon once? This might make the prompt pop up.

I'm sorry for the inconvenience.

As stated above, Riolu evolves into Lucario when leveled up with high friendship during the day. Therefore, the only thing you have to do now, even if Riolu is level 100, is to check its happiness by using the command /happy 1-6 and, after making sure that the happiness is 255, battle a wild Pokémon during day.

The evolution will start anyway even if Riolu is level 100.
