I'm sorry for the inconvenience.

I would like to inform you that Fletchling is not a tier 10, as wild Pokémon tier 10 do not exist, but is indeed a tier 8.

Here below you can find the location were Fletchling spawn, which you can check by doing ^s nameofthepokemon on our OFFICIAL PRO DISCORD.

Is it still tier 8? I'm really trying to catch one since 7 hours ago aprox but it doesnt appear, skuntank is same tier and it has appear 3 times which is normal but fletchling no

Yes, it's still tier 8 in route 225 and it spawns all day with no membership required as Reborn bot says in discord. Remember it's just RNG getting to find one or not. Good luck! :)
