Route 31 - This lady has a level 5 misdreavus which is immune to normal attacks, it is possible to reach her without getting an elemental attack. I would suggest giving her a non ghost pokemon.

I was informed that totodile and chikorita learn elemental moves earlier than cyndaquill (which I was using) so it shouldn't be a problem for most players.

Hoothoot learns peck, pidgey learns gust. Sentret learns a lot of elemental moves (of which you could have bought in kanto)
