And no, this is not a troll. ^^ The move itself is not bugged but it seems there is a error at the Move Re-learner for this move. I have forwarded the problem and it will be worked on. I can't really tell you when it will be fixed as it is more a minor issue, but I will keep you up to date at this topic.
