In each of the dock towns (Vermi, Olivine, Lilycove & Canalave) there's an NPC called "Sailor Richard" that takes you there.

Thanks dude.... I would have never found the obscure ones underneath the trees on routes 1 & 2 and the one on the 5th floor of the basement of the pokemon tower without the guide.... those ones were pretty ridiculous
