At the moment the happiness of the Pokemon doesn't matter, it will always have the maximum base power it is supposed to have (102 base power). So, if your Pokemon has 20 happiness or 220 happiness, it doesn't matter, power remains the same. Also, for the future, make sure to check the List of Broken Moves and Abilities in PRO as you can find yourself what is coded and what not. I hope I answered your question. Have a nice day!
