I'm trying to use a mysterious ticket but it does not seem to be working.

 

I have caught registeel which is an eligible legendary as it says here: https://tinyurl.com/PROWorldQuest

 

Are there any other requirements I am missing??

I am sorry for the inconvenience caused,

 

For you to be able to travel to Birth Island, you will need to be the Champion of Sinnoh, once you have done so, you will then be able to use the Mysterious Captian to then travel to

Birth Island.
