Riolu can't learn Rock Slide

Normally Riolu can learn Rock Slide but when I tried to teach him through move tutor. the NPC told me Riolu can't.

Riolu doesnt learn rock slide via Tutor move, he learns Rock slive via TM, you can find this TM in: Goldenrod Mart for the price of 3.000 Pokedollars.

I can't really try TM because currently I'm confined to Kanto as I have yet to started on Johto.

This is just weird though. Pokemon can learn moves by watching a CD/DVD but not if someone show them how to do it in-person.

Well, guess I have to wait till I complete Johto.
