I've beaten the Violet City Gym in Johto and on my trainer card i have the Zephyr badge but on route 32 the policemen still say its to dangerous. Shouldn't i be able to go through route 32 after the first gym or am i missing something?

That's not where you have to go. That leads to Ruins of Alph. You have to go South towards Union Cave.
