As stated in the thread that @Norex shared, this is intended. You need a pokemon with 220 happiness points or more and has learned the move rock smash to be able to break the crystals at Love Island. This is because the Love Island crystals have a high chance of dropping valuable rewards, such as a Deep sea scale. You're able to use the pickaxe and the other tools anywhere else though, without having to teach a pokemon that specific HM. I hope this answers your question.
