Hi all, may I know where are the NPCs(to battle) for going to sinnoh?

 

I went to the first location(Saffron city, kanto) to find the first NPC,

only to see no such NPC existing in the whole map

 

I am hoenn champ for quite some time

Hi! The Sinnoh quest was recently reworked and now starts in the NPC Paul in Lilycove City. There's a guide in forums that might help you out.
