I have the second gym badge in kanto, yet can't use cut. To get out of cerulean.

 

You actually don't need Cut to get out of Cerulean, you can leave the city from the Top Right corner. You can ignore the trees below completely, they're just a shortcut to Route 5. :)

 

(Editing to further expand):

 

You first go to Route 24 through the Northern Bridge from Cerulean (also named Nugget Bridge). You battle through the trainers and then head northeast to Route 25. There, you reach the first house (just above the small water pond) and help Bill find his book. It's under his pillow. He will then give you the SS Anne Ticket so you can then go back to Cerulean.

 

Now, if you actually manage your way around, you will find out that if you go to the northeastern corner, you can easily go around the trees until you get to the southern exit to Route 5. You can then go south through the Underground Path to reach Route 6 and then reach Vermillion City. I hope this helped you!
