As Norex already said, in Generation 7, the game is currently based on when it comes to mechanics, Whimsicott can only get Cotton Guard from the Pre-Evolution tutor in the daycare. In Generation 8 Whimsicott could learn the move by leveling up, so maybe that is where the confusion might have come up. I hope that solves your question. Please let me know if it does not.
