There is nothing like "removing" accounts or replacing of starter pokemon as far as I know.

If you want to start over you can just join the opposite server or create another account, as you are allowed to have a total of 4 accounts.

As Norex already mentioned, it is not possible to delete an account. Unfortunately, we also can not replace your Venusaur with a random Charmander. 

 

However, you are free to create up to four accounts according to our Game Rules. This means, you can create a new account and start with Charmander on it. If you do not want to create a new account, you can also start on the Silver Server with your current account details. I hope this clarified some things for you. Have a nice day.
