As stated above by Norex, there is a TM Tutor for Avalanche located in Route 216. Each usage of the tutor will cost 15,000 pokedollars.

Depending on the pokemon you want to teach it to, it may require a move relearner (if the move is a level-up learnset move, which you can check in your Pokedex), an egg move tutor (which can be accessed in the Daycare in Route 5 after defeating Naero Boss, or a preevo move tutor, which is also in the Daycare.
