Hello, 

I was doing they ampharous quest and the guy(RAIJING) asked to show an electric type which resists dragon type attack 

So the only pokemon in the category are Tapu koko and dedenne and as tapu koko is not available dedenne is the only choice

but i can't catch dedenne as i dont have membership and without membership its only found during event 

So, now is there any alternative for it or i cant progress ahead

As mentioned above by Norex, Dedenne can also be obtained as a boss reward. However, you may also choose to purchase a Membership Medallion from another player and activate it to hunt Dedenne in Route 10, where it spawns all day. You may also defeat Tigerous boss to use Casino Chips and later on trade them for prizes in the Casino on top of Tigerous Boss. One of these prizes is a Mini MS Medallion.

Medusa and Eldir Boss also drop a Mini MS Medallion sometimes after you defeat them.
