Unfortnetaly that is an uncommon bug which is already known from what I know.

You have to give your Weedle 2 mysterious candies to evolve it into Beedrill again. A mysterious candy will evolve a pokemon even if it is at level 100 as long as it meets the requirements to evolve.

You can purchase mysterious candies in all four department stores (Celadon, Goldenrod, Lilycove, Veilstone) for 5k pokedollars, for 2 PvE coins at PvE Coin Masters or for 1 PvP coin at PvP Coin Masters.
