In example that Shiny Mewtwo is a legendary that they’re allowed to have but can’t really be used for anything pvp related. The other way around is when Moderator open giveaways etc. or there is a high possibility that he would have ranked in top 25 in PvP ranked battles and would have worked hard to win on Pokémon Showdown and claim that prize. Chronos is a former staff member, and as explained above, that Shiny Mewtwo is a reward for being a staff member for a certain amount of time. There has been no hacking from him whatsoever.
