in pvp, wheen i use cloud nine altiara weather status didnt change and its not only visual bug , effects continous, swift swim pokes still faster.

Cloud Nine doesnt get rid of the weather itself but only gets rid of the weather effects (like Swift Swim). However that only applies when a pokemon with the ability Cloud Nine is active. Since you mega-evolved there is no pokemon with Cloud Nine active in the battle and the weather effects work again.

Greetings, @kabolt

As mentioned above by Norex, Cloud Nine temporarily gets rid of the weather effects. When you megaevolved, your Altaria's ability changed and thus, weather effects take place again, such as Swift Swim's ability triggering.
