complete jirachi quest. there's a part about latios and latias that you can skip and still catch jirachi. i got the same thing so look at game guides on forum or prowiki

is that I already spoke with the two npc that are in the initial city and apparently when they appear we already meet all the requirements

 

you have to go all over hoenn and look for latias in one of 10 possible locations. then do the same for latios. then you can catch them
