My sincerest apologies for the delay. After speaking to Cynthia in the Canalave library you must interact with all the bookshelves until one of them provide you the hint to the corresponding quest. Once you've done this you can interact with Cynthia again and she will lead you to Sendoff Spring, located near Route 214.

It's the Mega Garchomp Quest. 

 

You can find the Guide on the link that Midsommar already posted for you.

Would be funnier for you to try the Quest urself but whatever you prefer...
