Hello, I am new to the Game, started today.

I have my Charmander on lvl 17 and wondered.

At 16 I had a DC (my Internet provider kinda ran me down).

And than after I relogged my Charmander was still 1st form and lvl 16.

I hoped he would evolve after i hit lvl 17, but unfortunatly it have not been the case.

 

I hope for Support on my problem.

there was a reversal, unfortunately the team cannot do anything for your charmander, I even recommend that you do not evolve your pokémon if you want to reach a high level like 90 or 100, evolved pokemon asks for a lot more XP to level up

Can you try lowering the happiness of your Charmander and leveling it up once more? You can lower its happiness by having it faint, which will lower it by 5 points, or by trading it, which will reset it to 70.

Furthermore, you can forcefully evolve your Charmander by feeding it a Mysterious Candy. However, this will require it to be level 100 first.
