As mentioned by G3n3r4l you must speak with assistant theodore in order to obtain the mega bracelet to access the Salamencite. You will need to show him one pokemon caught by you that can mega evolve, has max happiness, max effort values and is also max level. Once that's done you will obtain the mega bracelet.
