The Spawn Time are arround 8 - 14 Seconds, rarely under 8. Much Pokes u can only hunt at night, so the spawns in grass needs a long time.

Hey there!

I'm sorry for the inconvenience.
This is totally normal for a spawn which has only 4 encounters respectively 3 if you don't have an active MS.

Due to its low encounters at this place, it might take a bit (8 seconds in your case) to find an encounter.
Otherwise, catching Pokemon in that area would be very easy.
