To answer your question: no, Mudkip has no repel trick.

 

The Repel item and its variants are used to prevent encountering Pokémon below the level of your "lead" Pokémon. Your "lead" Pokémon is the one in the first slot of your party.

To give you an example, let's look at Gible's spawn in the Moon.

As you can see, there are different level ranges for different Pokémon. If your lead Pokémon is level 15, you will encounter everything except Togepi because its maximum level it can spawn in is 14. If your lead Pokémon is level 24, you will only encounter Pokémon level 24 and above, which in this case would be Gible.

Remember that using a repel trick does not affect the spawn rate of Pokémon. It only prevents you from encountering those below a certain level.
