Hey,👋

For mew you need kanto pokemons dex OWNED data, only seen data will not work. Along with mewtwo all 3 legendary birds seen data also needed to check locations of them and other parts of quest to clear anyother confusion please check this out:

Now, when all requirements have been met, speak to the Man inside the Celadon Office, in Celadon City. He will reward the Old Sea Map, which is needed in order to travel to Faraway Island.

Talk to professor oak he will tell you how many owned kanto mons you have. I think youre missing mons.

As mentioned above, to be able to successfully complete the Mew Quest, you need:

 

-The SEEN Data of ALL Kanto Pokemon from the number 1 to the number 150.

-The CAUGHT Data of ALL Kanto Pokemon from the number 1 to the number 150, EXCEPT for Moltres, Articuno, Zapdos and Mewtwo. For the Mew Quest, you only need their Seen Data.

-71 Evolved Data in your Pokedex (you already meet this requirement).

When you complete these requirements, you can talk to the Know It All Room NPC (as you did above) to obtain the Old Sea Map and continue the quest.
